According to Wikipedia, this informal term originated in the Phillips Code – a shorthand method created in 1879 by Walter P. Phillips for the rapid transmission of press reports by telegraph. Phillips was (at that time) serving as Assistant General Manager of the New York Bureau of the Associated Press news agency.

The Phillips code also gave us SCOTUS, as an abbreviation for the Supreme Court of the United States.
